The memo, stamped “FOR EYES ONLY – LEVEL 5 CLEARANCE,” describes Comet ATLAS (C/2019 Y4) as exhibiting “accelerative properties inconsistent with Newtonian predictions,” with surface scans indicating “highly reflective composite material” and “spectral anomalies.” Most strikingly, it concludes:
