MY COMMENTS: Just Shaking My Head. This Being Might Be A Tracked CLONE Playing A Specific Role. Keep In Mind Many Of The Cabal and Their Minions Have Already Been Jailed/Executed. The Cabal Who Are Considered To Be 'High Profile' Some Of Them Might Need To Be Temporarily Replaced By Clones or Human Look A Likes. 

Just By Looking at His Left Eye, I Doubt This Being Is Human, Unless He Has a Very Bad Prosthetic Eye.  If This Is A CLONE I Am Hoping It Is Being Managed By The Good Side and Not By The Cabal.
